NEW Solutions ESP Participants (Enrollees) assist the National Park Service (NPS) at its headquarters, regional offices, and park and other locations. Enrollees serve in technical capacities and carry out a variety of assignments.

Under the federal statutory structure of the Experienced Services Program, ESP Enrollees do not have employee status with either NPS or NEW Solutions. Enrollees are not eligible to receive the benefits accorded to Federal government employees nor NEW Solutions employees. Enrollees are eligible to receive benefits listed in this enrollee handbook.
Before an enrollee can begin an assignment under the ESP, an Enrollment Agreement must be executed. NEW Solutions ESP Enrollment Agreements are between the Participant (Enrollee) and NEW Solutions.

Because ESP Enrollees frequently work in field settings, it is critical that Enrollees adhere to the following guidelines for avoiding accidents:
Report any work-related accident, injury, or illness at the earliest opportunity to your Monitor and the NEW Solutions Field Office. The NEW Solutions workers' compensation insurance carrier (The Hartford) will be notified by the NEW Solutions Field Office if necessary. You may also contact Benefits@NEWsolutions.org.
It is important to seek immediate medical attention if seriously injured. You can use https://www-sf.talispoint.com/htfd/external/ to find a local medical provider.
A resignation should be submitted in writing, with notice, if possible. Remember to address your resignation to your NEW Solutions point of contact and copy your Monitor.
Prior to Leaving: All NPS property must be returned to your Monitor.
Last Paycheck: Your final paycheck will be issued to you in the same manner you have requested for all paychecks to be issued.

Sick leave is calculated by multiplying the total number of hours paid by .0334. Sick leave is paid only for medical purposes for enrollees themselves or to attend to an immediate family member. The enrollee's earnings statement reflects the available balance of sick leave.
Sick Leave is accrued to a maximum of 80 hours at any given time. Once the 80 hours maximum has been reached, no further sick leave will accrue until the balance falls below the 80 hour maximum.
Sick leave hours are non-worked hours and will not be included in any overtime pay calculations.
Immediate Family includes spouses, children, daughters/sons-in-law, parents, siblings, sisters/brothers-in-law, grandparents, grandchildren, mothers/fathers-in-law, step-parents, step-siblings, step-children, step-grandchildren, and domestic partners.
Sick Leave remaining at the end of an enrollee's enrollment is not payable to the enrollee, unless specifically required by applicable State law.

ESP Enrollees are not eligible to receive pay for the hours of early release granted by the Leadership of the NPS to the agency’s staff. Enrollees can make up those hours during the following weeks in coordination with their monitor.
